Quebec packaging EPR

In short

If you own a brand or trademark on packaging or printed paper put on the Quebec market, and you have a domicile or establishment in Quebec, you are likely the obligated producer. Without a Quebec presence, the obligation falls on your first Quebec supplier. Producers file an annual report with Eco Entreprises Quebec through the EEQ Portal by May 31 each year, and pay their contribution in four quarterly installments. This is general information, not advice about your company: confirm every deadline with EEQ before acting, because dates can change.

Who is obligated

The obligated producers are the owners or users of a name, trademark, or distinguishing guise on the material, who put products on the Quebec market and have a domicile or establishment in Quebec. If there is no Quebec presence, the first supplier in Quebec takes the obligation. Special rules apply for franchises and for online sellers outside Quebec. Covered materials include containers, packaging, and printed matter; pallets and transport packaging not given to consumers are excluded. (EEQ Producers' Financial Participation Policy)

The governing regulation is the Regulation respecting a system of selective collection of certain residual materials. (EEQ producer financial participation)

Frequently asked questions

I sell into Quebec but have no office there. Am I obligated?

This is general information, not advice about your company. If you have no domicile or establishment in Quebec, the obligation falls on the first supplier in Quebec that takes ownership of your product. Online sellers outside Quebec are not off the hook: the rules reach the website operator or the person the product was acquired from.

Are the 2027 fee rates final?

This is general information, not advice about your company. The 2027 ecomodulated schedule is published by EEQ with per-tonne rates by material. Confirm the current schedule with EEQ before budgeting, because schedules are drawn up annually.

What happens if I join EEQ late?

This is general information, not advice about your company. New members must file retroactively for the three previous calendar years plus the current year, and file their first report within 60 days of joining. Joining sooner limits the catch-up.
